DEADLY FLASH FLOOD OF SATURDAY 30 MARCH 2013

NASA-Low moving Clouds in the Southern Indian Ocean-11 March 2013  Today Sunday 30 March 2014 marks exactly one year since 11 people died because of the 
FLASH FLOOD. Saturday 30 March 2013 has been a nightmare for the whole population of Mauritius. It was the first time in life that all the populace encountered APOCALYPTIC TORRENTS invading everything and everywhere within a lapse of less than two hours. This Extreme Weather FLASHING 152 mm of Rain is considered as being deadliest than that of 26 March 2008 and that of 13 February 2013, a month earlier. It is also a model of MEGA-DISASTER in Mauritius.

The truth behind all these extreme events is that they all form part of the same Rainfall Pattern which has not been understood neither by the Mauritius Meteorological Services (MMS), nor by the Policy Makers, nor by the Disaster Management Centre, nor by other stakeholders of the Republic. The picture above, taken by NASA AQUA SATELLITE on 11 March 2013, explains clearly the nature and direction of the Rain Clouds that move in this region of the Indian Ocean. The bands of clouds stretching from North West of the Southern Indian Ocean had two levels: the lower part was moving at hardly one kilometre above the Ocean and the upper level was thicker and more developed, yet still between 1 to 2 kilometres in altitude.These 'Marine Stratocumulus Clouds' that were moving roughly over the open Ocean continued to do so until the 30 March and up to now. They are easily identifiable both in the Satellite Images obtained by the MMS and also with the naked eye in the sky. Click here to verify.                                         

This Atmospheric System originates from Sub Saharan Africa and moves towards the Southern Indian Ocean within whole of the Tropic of Capricorn. It is called the MADDEN-JULIAN OSCILLATION (MJO) and prevails around two months, especially during the Summer Season. This MJO carries heat, thunderstorms, lightning and rain and showers all along its trajectory causing Heavy Rainfalls, Torrential Rains and Floods when it operates in an ENHANCED PHASE. That is why all Burundi, Mozambique, Kenya, Zambia, Zimbabwe, Swaziland, Lesoto and South Africa

have experienced such Extreme Weather entailing loss of life, of livelihood, of property, etc. during these periods. Example: South Africa was continuously experiencing 38-44 degrees of Heat and Heavy Rainfalls between 05 March to 04 April 2013. 

Refer to the NASA IMAGERY. The Rain Clouds of 30 March are similar to those of 11 March. While moving from Sub Saharan Africa and passing through Madagascar, the 'Marine Stratocumulus Clouds' were really too heavy. They were cruising at a very low altitude of 1-2 kilometres above the Ocean level and made landfall

DEADLY FLASH FLOOD of 30 MARCH 2013mainly in Port Louis , which is in the North West of Mauritius. The first land mass that is encountered on its track is the Port Louis Mountain Range. Le Pouce Mountain is 811 metres high and Pieter Both is 820 metres high, Pailles Hill is 225 metres high; they are all less than 1 kilometre from the sea level. Signal Mountain is about 323 metres in height and is the first land mass found on the track of the 'Marine Stratocumulus Clouds' which precipitated 152 mm of Rain in Port Louis and 172 mm in Vacoas as from 11.30 am on Saturday 30 March 2013.

The impact, as you all know, is that Canal Dayot found on the West of Signal Mountain and CANAL DAYOT AND CAUDAN fromSIGNAL MOUNTAINCaudan found on the East, were inevitably under the Apocalyptic Torrents. So, the rapidity with which the Flash Flood occurred, overflowed Canal Dayot accompanied by all garbage and mudslides from the ill-managed infrastructural works in that region. As a consequence, all houses and buildings were under stress causing lots of damages and loss of life of a lady by heart attack.

The other havoc was caused by the filling of the underground parking of the Harbour Front Building causing the drowning of 2 persons. Caudan Waterfront Underpasses found nearby were also inevitably filled with water and mud. 6 persons were drowned within a matter of minutes in the western subway. Another man was found dead near the Kentucky Building found along La Poudriere Canal and another man was also dead in the same zone. Policemen, Coast Guards and Firemen had to pump out the muddy water from the tunnel and underground parking during 48 hrs or so, after which the last dead bodies could be dug out. Moreover, lots of vehicles (300 approximately) were catapulted against or above each other or in the ditch by the strong currents of water. Luckily, no one lost life.

Unfortunately, the MMS is unable to discover this pattern.  As a result, there was no Early Warning System that was activated to protect loss of life and mitigate loss of property according to the International Protocols and Conventions. Rather the LATE WARNING was rung. However, I signaled the Director of MMS ten days earlier of the high probability of FLOOD and of Cyclone GINO. I also alerted the Speaker of the National Assembly on the 22 March-eight days beforehand. They all turned a deaf ear to the EARLY WARNING that I was ringing. The same system existed during 23 March 2012 in Mauritius and also between 12-15 March 2014-the TORRENTIAL RAIN in Rodrigues and equally on Friday 21 March 2014 when 50-128 mm of Rain creating panic, was recorded throughout Mauritius. In this case the Minister of Education and the Disaster RRC showed their usual Bad Governance.

The most deplorable thing is the non-existence of security in the underpasses and in the whole premises of Caudan Waterfront Building which is frequented by lots of citizens and foreigners everyday. There is no alarm system, or automatic water pump, or life-buoy, or rope, or handrail inside the tunnels which can be used in times of disasters. This insecurity is also found in the Harbour Front Building and other buildings.

NB: It should be noted that these particular buildings are found at the lowest sea level point of Port Louis City. Besides, there were drainage systems already built within the infrastructure of the Motorways 1 and 2 along the harbour. These were covered by concrete or was tarred, blocking all flow of water coming from the east and west of the zone.

The Mauritius Turf Club, although late, was right to cancel the horse racing event after two races around midday of 30 03 13. 

The questions that should be asked are:

  1. A Fact Finding Committee (FFC) was appointed within 10 days of the occurrence of the Flood of 26 March 2008 to which I deponed exactly 4 months later, i.e. on 26 August of that year. No compensation was allocated to the families of the dead or for the damages incurred by the population.
  2. The recommendations made in the Report of the FFC have not been implemented. Moreover, the FFC did not mention my Weather Prediction regarding the MJO.
  3. Today it is exactly one year since 11 persons died in the 30 March 2013 event. Although some compensation has been given, there is no Impact Assessment Report that has yet been effected, despite a Judicial Enquiry has been instituted. It is Very Regretable to say that the Director of Public Prosecutions (DPP)-Satyajit Boolell has not convened me to depone, in spite of lots of Documents and Proofs submitted to him. This is against the Human Rights as entrenched in the Constitution and Laws of the Republic of Mauritius. This also proves that there is COVER-UP, in view of protecting the Policy Makers, Institutions and Individuals who are Accountable and Responsible for the Death of the 11 Citizens of Mauritius.  
  4. It is very deplorable, very sad and shameful to notice that the News Channel of the Mauritius. Broadcasting Corporation (MBC) has not mentioned at all the Extreme Weather of 30 March 2013, despite all machinery available and despite Rs 150/ collected from the populace each month. The MBC is one of the stakeholders responsible for the death of 11 people of Motherland Mauritius. So, keep watch.
