EX-LORD MAYOR ASLAM HOSSENALY AND

TORRENTIAL RAIN OF 13 FEBRUARY 2013


  All the Councilors of the Municipalities and Villages are Policy Makers at the level of Local Government, just like the Members of the National Assembly-both from the Government and Opposition Sides, semi/governmental institutions and top management teams of Ministries. The role of the Mayor is to lead the team of councillors, to administrate and to impose his authority on the affairs of the Town/City. Ex-Lord Mayor of Port Louis, Aslam Hossenaly was therefore answerable to the citizens, amongst others, regarding Extreme Weather Conditions and their impacts on the environment.

He failed to respond to my request of arranging for my presentation/conference on ‘Awareness, Preparedness and Mitigation of the Impacts of Natural Disasters’ a week before the Torrential Rain of 13 February 2013. He ignored, amongst other Protocols, the Provisions laid down on the Doha Convention, a copy of which I submitted to him. This confirms my view and findings that the Policy Makers of Mauritius are ‘Immature, Irresponsible and Illiterate in Disaster Management’ as mentioned in my ‘ASSESSMENT REPORT ON THE FLASH FLOOD OF 30 MARCH 2013’ which I submitted to the Director of Public Prosecutions (DPP) for the purpose of the Judicial Enquiry. 

              

  

 

 

                          

 

  My aims and objectives in sensitizing the Ex-Lord Mayor Aslam Hossenaly were as follows:

  1. To discuss the issues regarding the horrible and ill-maintained state of the drainage
    systems of Port Louis like canals, drains, footpaths, roads/streets and general public infrastructure; which appear broken, damaged, obstructed, polluted, unfinished, insufficient, inexistent and/or inefficient; without a proper model or standard like the marvellous engineering work of Cosigny and Tromelin during the French Occupation of Ile de France;  
  2. To convey my remarks/observations on the manner in which Ex-Desforges Street, including the drains on both sides, was resurfaced around November 2012; namely that it was done in an unruly way as there was no control of the traffic neither by the builder/contractor, nor by the Police, wherein both sides of the street were dug out and repaired simultaneously thereby causing lots of stress and inconvenience to the vehicles, pedestrians and other road users; also that the drains found on both sides which were constructed since colonial days were resurfaced with concrete leaving only about six inches of depth underneath;
  3. To make my power point presentation on the Climate, Weather and Hydrologic Systems which prevail in Southern India Ocean; in particular the oncoming Flood and Cyclone GINO that I had Predicted and ringing the alarum bell'’ of the Earlier Warning System (ten days beforehand) and
  4. The Preparedness of the citizens and other issues.

I was in the office of Ex-Lord Mayor on Thursday 07 February 2013 to have a meeting and to submit my letter (see below) requesting him for my conference issue. I was received by his two lady-secretaries who made the coordination with him. After waiting for some time they informed me that LM Hossenaly was busy in his routine Thursday meeting and that I would be informed of his approval by the following Monday. However, I seized the opportunity by asking the secretaries 3 questions as follows: 

1) are you aware that the wind is blowing from the opposite direction since around ten days?

2) are you aware that Floods are approaching? and 

3) are you aware that a disastrous cyclone (GINO) is moving in our direction?

Unfortunately, all their answers were in the negative. The purpose of asking these questions was based on my Prediction of the approaching of Dangerous Cyclone GINO and of a Flood. I had already sent this alert to the Meteorological Services since 04 February 2013. See picture.  

The Extreme Weather Condition in question was already threatening Mauritius. The localities of Rose Belle and Amaury experienced Flash Flood accompanied by heat and
thunderstorms on 07 February and 08 February 2013. Quatre Bornes, Vacoas and Grand Bassin were showered with more than 50 mm on Saturday 09 February. Sans Soucis was flooded by 100 mm of rain on Sunday 10 February. Cyclone GINO was named by the Meteorological Services of Vacoas on Monday 11 February and rainfall continued all over the island. Thunder, lightning and rain were more intense with the impact of the Madden Julian Oscillation (MJO) on Tuesday 12.

Given, that I did not receive any reply/call from the Municipal Council of Port Louis on Monday 11 February, I called by telephone one of the secretaries of the Lord Mayor on Tuesday 12 February. I was told that the LM had not yet approved my request of Thursday precedent. By that particular Tuesday, dark and heavy clouds were already influencing dangerously Mauritius and Reunion Islands. It was on that same day that I called Mr. Sok-Appadu-ex Director of the Meteorological Station. When I asked him why Mr. Dunputh the current Director of MMS is unable to understand the impact of the MJO, he asked me to explain this to him. But, I had already alerted him since 04 February!

However, no reply whatsoever was given to me from the Municipal Council of Port Louis. 

By the evening of Tuesday 12 February and around 3.00 am on Wednesday 13 February 2013, the MJO was more intense and reached its peak mostly in the West, North and East of Mauritius by 6.00 am. The Mauritius Meteorological Services (MMS) issued a TORRENTIAL RAIN WARNING at 4.30 am, which was a ‘LATE WARNING’. Click the RADAR picture of Meteo-France-Reunion. Unfortunately, the alert was not considered seriously by the public and the Secretary to Cabinet and Head of Public Service Mr. Suresh Seebaluck. By the time he intervened to close all public officers around 9.30 am, there were many civil servants, schools, colleges, including the tertiary education institutions and workers and employees of the private sector were already at their respective attendance. The Minister of Education, Mr Bunwaree also failed in his duty to respond for the Safety and Protection of the vulnerable citizens.
