EX-SPEAKER ABDOOL RAZACK PEEROO AND

DEADLY FLASH FLOOD OF 30 MARCH 2013.

 In virtue of section (1) Schedule 32, Part 1, Chapter V of the Constitution of Mauritius, ‘The Assembly shall at its first meeting after any general election elect from its members a Speaker and  a Deputy Speaker’. After the general election of 05 May 2010, Rajkeswur Purryag was elected as Speaker of the National Assembly. He resigned on 20 July 2012 to succeed to the Presidency of the Republic after Sir Aneerood Jugnauth.

Mr Abdool Razack Peeroo was appointed, on 24 July 2012, as the Speaker of the National Assembly (NA) in replacement of Rajkeswur Purryag. He was former Attorney-General and Minister of Labour, Human Rights and Corporate Affairs, Minister of Reform Institutions under the Labour/Alliance Government. Moreover, he was appointed as Chairman of the Southern African Development Community (SADC) in 2012 and was honoured as Grand Officer of the Star and Key of the Indian Ocean (GOSK) in 2006.

 Abdool Razack Peeroo was neither a candidate nor an elected member in the general election of 2010. He was just appointed, as a simple nominee, as the Speaker of the National Assembly. Given, that he has no electorate at the level of the constituency, like the rest of the candidates at the general election of 2010, he has no commitment (Putting People First) at all towards the Populace. Yet, he is the one who conducted the Legislative Affairs of the State and who imposed his power over those who represent the Mauritian people. That is why, perhaps, he did not speak to me or reply to my request of 22 March 2013 of assembling the members of the National Assembly at Vagjee Hall for my presentation on the oncoming Flash Flood of 30 March 2013. Had he reacted positively to my Patriotic Move, he could have applied the concept of ‘Putting People First’ and 11 citizens would not have lost their life in the Flash Flood of 30 March 2013. Despite all his stature and oath of allegiance he failed to serve for the SAFETY and SECURITY of the population from whom he earned his ‘princely bread’. As such, he is one of the stakeholders responsible for the death of the 11 Mauritians on that Extreme Weather Event. This is worse than the scenes depicted from George Orwell’s Animal Farm. No one is above the LAW in a Democratic System of Government.

This is a blunder on behalf of the ‘rulers’ of the government of the day who pretend to control political power in the Spirit of Democracy. This type of undemocratic, unpatriotic and disgraceful appointment should be redressed by the Legislature and the Constitution of Mauritius should be given its lettre de noblesse. The Ex-Attorney General Varma is another amateur Policy Maker who tried to commit suicide after being involved in violence against a member of the population. These prove that the Policy Makers of Mauritius are ‘Immature, Irresponsible and Illiterate in Disaster Management’. All these also illustrate that their ‘Errors and Omissions’ are in violation of the Human Rights entrenched in the Constitution of Mauritius, which is also the Supreme Law and of International Conventions and Protocols. (Extracts from the Assessment Report on the Flash Flood of 30 March 2013 submitted to the Director of Public Prosecutions for the purpose of the Judicial Enquiry).

The following document was submitted to the Office of the Speaker of the National Assembly at 12.45 pm on Friday 22 March 2013 (just 8 days before the Deadly Flash Flood of 30 March 2013). Apart from the an overview of the blockages encountered during my campaign, my objective was to sensitise the Policy Makers (both from the Government and Opposition sides) on the on coming Flood which I Predicted for 22-28 March 2013 and which I had also alerted to the Mauritius Meteorological Services (MMS). Unfortunately, the Director of the MMS discarded my Early Warning which I sent to him on 20 March 2013 (10 days beforehand). Moreover, he criticized my alert live on a private radio station around 4.00 pm on Friday 22 March which marked the World Meteorological Day.

                         CONSCIENCE COLLECTIVE OF THE POLICY MAKERS

                        TOWARDS ADDRESSING THE ERRORS AND OMISSIONS

 AND BY ADOPTING STRATEGIES

  IN VIEW OF NURTURING

DYNAMIC EARLY WARNING SYSTEMS AND OF BUILDING A DISASTER RESILIENT SOCIETY

IN THE REPUBLIC OF MAURITIUS.

 

AWARENESS AND PREPAREDNESS IN VIEW OF MITIGATING THE IMPACTS OF NATURAL DISASTERS IN THE INDIAN OCEAN.

HONOURABLE SPEAKER SIR, I am directing the above mentioned issue towards you as a last resort in order to sensitize, amongst others, the Policy Makers of both sides of the National Assembly.

   The Torrential Rain that occurred on Wednesday 13 February 2013, triggered panic on the government, on institutions and on the public (including tourists and other expatriates). I am sure you will agree with me that the management of this episode of Natural Disaster proved the Failure of the EARLY WARNING SYSTEMS that exist in the Republic of Mauritius. The resulting impacts were:

(i) despite, the Warning was issued by the Mauritius Meteorological Services (MMS) around 7 am on the 13 February 2013, many children attended their school;

(ii) with the announcement, by the Cabinet Secretary, of the closure of the government offices at 9.30 am, various employees were stuck in traffic jams caused mostly by flooding of roads, etc.;

(iii) the private sector workers and transport services were also stranded and

(iv) damages and losses were caused to cash crops by the floods, especially by inappropriate infrastructural and drainage networks.   

    All these havocs could have been better managed if the Policy Makers, institutions, authorities and the media had paid proper attention to the ‘alarum bell’ that I have been ringing since two decades.

   Please, refer to the email I sent to the Director of MMS. I identified the Floods right on Sunday 03 February 2013 and emailed it the next day, i.e. on Monday 04 February. I forecasted this miserable episode EARLIER than anyone. In fact, I have been continuously and consistently sending various emails to the MMS, signaling and identifying probable Disasters. The reasons behind this communication are:

i) we all understand that the MMS is operating under lots of constraints, namely lack of efficient equipment, tools and human resources;

ii) in line with my promise of sharing I made to Mr. Dunputh, Director of MMS during my meeting with him on 17 October 2013, three days before my campaign trip to Rodrigues;

iii) I am translating, besides other International Protocols, the provisions of Article 6 of Doha Convention, into actions and

iv) I have been constantly requesting Mr. Boodhoo, ex-Director of MMS since 2008 to launch Awareness and Preparedness Campaigns and their ‘raison d’etre’ (see annexure).

   Honourable Speaker, you will recall the Fact Finding Committee (FFC) that the government instituted following the Deadly Flood that occurred on 26 March 2008. I had deponed to the Committee with documents illustrating scientific explanations of the miserable occurrence. Justice Domah, who was appointed as the Chairman shouldered by Assessors Mr. Vaghjee- ex director of the Mauritius Meteorological Services and Mr. Rosalie ex-Secretary for Home Affairs and Chairman of Cyclone and Other Natural Disasters Committee, all failed to pay attention to what I had Predicted for year 2010 and written on the 4th page of that document. Please, refer to the extract copy overleaf. This is exactly what the Weather System, called Madden Julian Oscillation (MJO), did and is still operating in the Southern Indian Ocean.

   The report of this FFC made many recommendations and suggestions which I had also mentioned in my documents. I remember at the time that I was deponing, I had informed the Assessors that I was writing a book, mainly for secondary school students, on the oncoming disasters that I had Predicted for the current and future decade. I also mentioned that I was doing it with limited resources and I asked them to give me support, especially that they were interested in my project. I am obliged, at this conjuncture, to blame them for their dishonesty, specifically, that they did not at all mention about the impact of the MJO in our region, as I had explained in my document. As per their Terms of Reference, they had the obligation to emphasize on the Early Warning System with an eye cast on the impacts of this MJO. If Justice Domah and Mr. Rosalie have not got the competence in understanding the dynamics of Climate and Weather prevailing in this zone, Mr. Vagjee ex-director of the MMS should, on the contrary, have probed in the picture that I was trying to clarify. He was the Master of Climate Management during several years. He should have been on the same wave length than me and decode the signal that I was giving and he should have alerted accordingly the Government, the MMS, the media and other stake holders and the public on the probability and/or the accuracy of the awaiting Hazard, like a real professional at the service of the citizens of this Republic. But Alas!!
