The Summer Season for the Southern Indian Ocean has started after the Equinox of 23 September 2015. According to the Mauritius Meteorological Services the Cyclonic Period begins officially as from 01 November until 15 May 2016. However, the Atmospheric conditions around Mauritius indicate that Cyclonic Systems are active earlier than usual. The Low Pressure identified by the Joint Typhoon Warning Center (JTWC) near the East of Seychelles Archipelago, appears to be either the First Cyclone or the First Tornado or the First Flood Event for Season 2015-2016 of the region. Moreover, there are two other Systems which are swirling in the Northern Hemisphere of the Indian Ocean.

INCOMPETENCE OF METEOROLOGICAL SERVICES

 AND OF DISASTER MANAGEMENT CENTRE

Friday 23 September marked the Equinox, meaning that days and nights are of same duration. It is, at the same time, the transition period from Summer to Winter for the Northern Hemisphere and also from Winter to Summer for the Southern Hemisphere. The Cyclonic Season for Southern Indian Ocean usually starts as from the month of 01 November until Mid-May according to the Mauritius Meteorological Services (MMS). Yet, this transition is starting with Heavy Rainfalls in the Mascarene Islands. Rodrigues Island is under Floods as from Friday 30 September until 04 Sunday September 2015 and this is likely to continue during a few more days.  All these indicate that the El Nino Southern Oscillation (ENSO) is marking an early presence thereby causing havoc in terms of Climate, Weather and Hydrology for the oncoming Cyclonic Season 2015-2016.

TROPICAL SYSTEMS FORM EARLIER FOR SUMMER SEASON 2015-2016

IN SOUTHERN INDIAN OCEAN

Tropical Systems-cyclones, floods, heavy rainfalls, heat waves and droughts seem to take birth prematurely in the Southern Indian Ocean. The Winter Season is still active, as the Equinox is calculated to take place on 23 September and the Summer Solstice is far ahead for 22 December 2015. The bands of active clouds, shown in the Imagery, have made a paradigm shift, since a few days, from the Northern Hemisphere towards the South through the Inter-Tropical Convergence Zone (ITCZ). These indications signal that the El Nino Phenomenon will have devastating impact just like the Northern Hemisphere has witnessed since 2015 and continues to do so.

The Policy Makers of all countries have the obligation, in virtue of International Protocols and Conventions, to legislate, implement and ensure that the life of the populace, including property, livelihood and economic activities are safeguarded. National institutions, which have the Executive role have, likewise, a well-defined mission statement mainly geared towards the Safety and Protection of the population of all countries. Unfortunately, there are many countries which fail to nurture and to provide Country-Driven mechanisms for the Disaster Resilience and well-being of Mankind in spite of available resources. WINTER SEASON 2015 AND DROUGHT IN MAURITIUS

The Winter Season 2015 is, gradually, prevailing in the Southern Hemisphere of the Indian Ocean. The transition period is remarkable with some persistent heat, humidity and mild air stream in the atmosphere in the South West Indian Ocean. The Cyclone Season 2014-2015 for the Southern Hemisphere continues to be very dynamic. Weather Systems tend to generate uncertainties for meteorologists and researchers. JOALANE, the 13th Cyclone for this season has shown some peculiarities while evolving and intensifying rapidly and making ‘samba dance’ in the South West Indian Ocean Basin.

The Cyclonic Season in the Southern Hemisphere of the Blue Marble is still active. While Typhoons MAYSAK and HAYSEN are threatening Philippines and Micronesia in the Pacific Ocean, three Tropical Disturbances-90 S INVEST, 91 S INVEST and 93 S INVEST are influencing South Indian Ocean. All  of these three Cyclonic Systems appear to be Phenomena and Puzzles for the scientists and forecasters with different versions of Cyclone formation potentialities. Click pictures to enlarge.

The Cyclonic Season 2014-2015 of the South West Indian Ocean continues to be Very Dynamic. One interesting feature is that the Zones of the Mozambique Channel and Madagascar seem to give birth to series of Tropical Depressions, Cyclones and Precipitations. On one hand they appear to be Phenomenal and on the other hand a Puzzle to the Scientific Community. As observed since 02 March 2015, the Low Pressure which evolved in the North East of Madagascar does not appear to intensify rapidly. However, it is moving towards the South and generating Monsoon Rains. If it intensifies then i
t has the potential to form the 11th Tropical Cyclone which can be eventually named as HALIBA by Madagascar.Whereas, the Low Pressure located in the Mozambique Channel is swirling rather towards the South West, i.e. Continental Africa and is evolving slowly and incoherently. GLENDA 10TH Tropical Cyclone in Formation for Season 2014-2015

The Summer Season 2014-2015 of Southern Hemisphere of the Indian Ocean continues to be very dynamic with Cyclones, Heavy Rainfalls and Floods. The Joint Typhoon Warning Center (JTWC) identified Tropical Disturbance 90 S INVEST on Sunday 22 February at the South South-West of Diego Garcia and has forecast it to intensify rapidly. At this conjuncture and given that this Cyclonic System is located in the Area of Responsibility (AOR) of Mauritius, the Meteorological Services of Vacoas will no doubt name it as GLENDA soon.

FUNDI (92 S INVEST) 9TH CYCLONE OF SEASON 2014-2015

FOR SOUTH INDIAN OCEAN


The Mozambique Channel is the birthplace of various Tropical Disturbances which have evolved for the South West Indian Ocean Basin. 92 S INVEST is one of the Low Pressure Systems which have formed in the South West of Madagascar since a few days. The JTWC gives indications that it is much more organised since yesterday 05 February 2015 and has upgraded the System from LOW to MEDIUM potential of forming a Tropical Cyclone. In such circumstances, this may be named by Météo-Madagascar as FUNDI, the 6th in the List but the 9th Cyclone for the South Indian Ocean.
