DEADLY FLASH FLOOD OF 30 MARCH 2013.

 In virtue of section (1) Schedule 32, Part 1, Chapter V of the Constitution of Mauritius, ‘The Assembly shall at its first meeting after any general election elect from its members a Speaker and  a Deputy Speaker’. After the general election of 05 May 2010, Rajkeswur Purryag was elected as Speaker of the National Assembly. He resigned on 20 July 2012 to succeed to the Presidency of the Republic after Sir Aneerood Jugnauth.

Mr Abdool Razack Peeroo was appointed, on 24 July 2012, as the Speaker of the National Assembly (NA) in replacement of Rajkeswur Purryag. He was former Attorney-General and Minister of Labour, Human Rights and Corporate Affairs, Minister of Reform Institutions under the Labour/Alliance Government. Moreover, he was appointed as Chairman of the Southern African Development Community (SADC) in 2012 and was honoured as Grand Officer of the Star and Key of the Indian Ocean (GOSK) in 2006.

Les Catastrophes (l’enfer) chez les autres

Le Sud-Ouest de l’Océan Indien et la partie Subsaharienne de l’Afrique constituent le plus grand Carrefour des Systèmes Atmosphériques de cette zone. La Zone de Convergence Inter-Tropicale (ZCIT) reprend toutes les conditions climatiques qui émanent de l’ENSO-El Nino/La Nina de l’Océan Pacifique et du continent de l’Australie (humidités, chaleurs, orages, basses pressions, cyclones, masses nuageuses, etc.) et les jette tout le long du Tropique de Capricorne jusqu’au continent Africain. Les autres conditions qui existent dans l’atmosphère de la région Subsaharienne, qui sont similaires aux celles du ZCIT, génèrent le Madden Julian Oscillation (MJO), un autre System Atmosphérique, aussi puissant que l’El Nino. Ce system de MJO est très mal compris par le Service Météorologique de Maurice et celui de l’Afrique, inclus les membres de la COI.

FIRST TROPICAL DISTURBANCE SEASON 2014-2015

The Northern and Southern Hemispheres have almost reached the usual Equinox-period when day and night have same duration; sunrise and sunset 6.00 am/pm. The Summer Season 2014-2015 appears to be knocking at the door, as the transition has nearly ended. It is worthwhile to note that the Deadly South West Monsoon is expected to withdraw this week from the North West of India, but the Eastern region is forecast to experience heavy rainfall for the next week. The Inter Tropical Convergence Zone (ITCZ) is carrying heat, humidity, thunderstorms and rain clouds from the Pacific Ocean and is shifting the weather system towards the Southern Hemisphere of the Indian Ocean.

La Commission de L’Océan Indien (COI), une organisation intergouvernementale, était formée en 1982 à Maurice.  L’Accord de Victoria aux Seychelles donna sa naissance comme une institution en 1984 réunissant L’Union des Comores, La Réunion (France), Madagascar, Maurice et Seychelles. Monsieur JEAN CLAUDE DE L'ESTRAC, de Maurice, est l'actuel Secrétaire Général.

The Winter Season 2014 appears cold with a minimum temperature of 150 Celcius in the Central Plateau of Mauritius. Rain Clouds are approaching the Mascarene Islands from the North-East and North-West. Click here to verify.  

The Inter Tropical Convergence Zone (ITCZ) is still active and is blowing rain clouds from the East of the Indian Ocean. The Madden Julian Oscillation (MJO) is active because it is operating in a zone of convection. It is predicted to prevail with an enhanced phase lasting to two weeks as from now, according to the Climate Prediction Center (CPC)/US. Moreover, the Antarctic Circumpolar Current (ACC) is very powerful since a few months and is blowing strong winds from the South. (Click picture to enlarge).

NASA-Low moving Clouds in the Southern Indian Ocean-11 March 2013  Today Sunday 30 March 2014 marks exactly one year since 11 people died because of the 
FLASH FLOOD. Saturday 30 March 2013 has been a nightmare for the whole population of Mauritius. It was the first time in life that all the populace encountered APOCALYPTIC TORRENTS invading everything and everywhere within a lapse of less than two hours. This Extreme Weather FLASHING 152 mm of Rain is considered as being deadliest than that of 26 March 2008 and that of 13 February 2013, a month earlier. It is also a model of MEGA-DISASTER in Mauritius.

Today Wednesday 26 March 2014 marks exactly six years when 4 citizens of Mauritius lost their life by drowning caused by the trail of the Torrential Rain Clouds behind CYCLONE LOLA. Many others luckily escaped with the help of brave folks. Lots of damage impacted on houses, vehicles, faulty infrastructure and other property in various places of the Island. That Extreme Weather was very miserably managed by the Mauritius Meteorological Services, by the Minister of Education, by the National Disaster Committee (NDC) and by other stakeholders.

23 MARCH WORLD METEOROLOGICAL DAY

The INTERNATIONAL METEOROLOGICAL ORGANISATION (IMO) was founded in 1873.
It changed to WORLD METEOROLOGICAL ORGANISATION (WMO) in 1950.
One year later that is in 1951, WMO became a specialized agency of the UNITED NATIONS ORGANISATION for meteorology (climate and weather), hydrology (water related issues) and geophysical sciences (environmental issues, etc.).

Mauritius joined WMO on 17 July 1969, just 16 months after achieving Independence. There are, currently, 191 member states in the WMO which has divided the whole Blue Planet or Blue Marble into 6 regions or zones. There are, in all, 57 member states in zone 1: Mauritius (Agalega, Chagos, Rodrigues, St. Brandon and Tromelin), Comoros Island, Madagascar, Reunion, Seychelles and all the 52 countries of Africa.

IVANOE TROPICAL CYCLONE-04 APRIL 2014 The Cyclonic Season 2013-2014 for the South Indian Ocean continues to be Very Dynamic. CYCLONE IVANOE was already in formation since Wednesday 02 April 2014 around the South East of Diego Garcia, as mentioned in previous article on HELLEN (9th) INTENSE TROPICAL CYCLONE. The National Oceanic and Atmospheric Administration (NOAA) US, named it as Tropical Disturbance 96 S INVEST on 04 April. It intensified quickly and was named as Moderate Tropical Storm IVANOE by the Mauritius Meteorological Services (MMS) today 05 April.

     HELLEN (9th) INTENSE TROPICAL CYCLONE (REBIRTH)

ANOTHER PHENOMENON OF SEASON 2013-2014.

HELLEN took birth as a Tropical Depression called SYSTEM 95 S in the area of Southern Tanzania and Northern Mozambique and North-West of Madagascar since 23 March 2014. After intensification in the Mozambique Channel, it was named by Météo Madagascar on 28th and was moving Southwards at 7 kph. It developed rapidly from Moderate state with 996 hectopascals to an Intense Cyclone on 30 March moving South-South-East at 12 kph. While it cruised on this trajectory it passed towards the North West of Madagascar and South of Mayotte, where it made landfall.
