<<< Greetings from WMO. The Theme of the WMDAY 2019 is related to the SUN and I would like to emphasize that we are living on a Unique Planet. We have the SUN which gives us both heat and energy for our biosphere and the distance between the EARTH the SUN is just optimal...


We have not discovered other planets where circumstances are so optimal as they are for our Planet. We have also Water on our Planet. We have Oxygen. We have an Ozone Layer that protects us from harmful Solar Radiation, a magnetic field which is protecting us from the particles and meteorites from Space. We have also an elegant Atmosphere which transports heat from the Tropical Zones towards the Poles and also transfers Water Vapour from the Oceans to the Land area. We should be proud of our Planet and I would like to say that it is also worth protecting and taking ggod care of this Planet...



There is a need to raise the ambition of the Climate Mitigation and Adaptation to avoid major risks of the coming generation. This is now very understood by many Heads of States and also by my colleague, United Nations Secretary General, Antonio Guterres. He has decided to host the Climate Summit this September for the Heads of States in New York, to give a boost for the implementation of the Paris Agreement and also bring new initiatives on board. The countries are supposed to propose new things on how to Mitigate Climate Change and also how to Adapt to Climate Change. I have been asked to serve as a Steering Group Member of that Summit. I have been recently to chair also the Scientific Advisory Group that will bring the message of the scientific committee to the Summit. We will also guidance to the preparation of the Summit...



So, there is still a good chance of limiting the negative consequences of Climate Change. That’s what we learnt from the Inter-governmental Panel for Climate Change (IPCC) 1.5 0 report for example. Besides Mitigation, it is also highly important to pay attention to Adaptation and the work of the National Meteorological and Hydrological Services. That is a very good way to Adapt to Climate Change and that is what I am very happy to promote. And also the know-how we have in our community- that is highly important. There is a high demand for Climate Information, Climate Scenarios for the coming decades, not only for the coming 50 years or 100 years but also what is going to happen 20 or 30 years from now...



Many Investments and many Adaptation Needs are based on such time periods. We are in the process of seeing Climate Change continue and we also carrying out a major historic reform of the WMO. We expect to get approval by the Congress for the reform. Why are we carrying out this reform? ...



First of all, we would like to favour much more the Earth System approach: Oceanography, Meteorology, Climatology, Hydrology, Volcanology, Seismology, Air Quality and Green House Gases when we talk about observations and infrastructure. We are also happy to promote a Multi-Hazard Early Warning Service approach when we talk about our services and so forth. There is also more Hydrology engagement needed at WMO. Hydrology is a very important part of Disasters. We have Flooding and Drought and they have big Impacts. Also, it is a very important part of the Climate Change related sciences and is also a very important part of services, for example, food security related services...



Then we like to engage more the Science Community and Innovative actors in WMO work and there is a proposal to establish two new Research and Science Bodies to support that work and to engage more these kind of actors from the whole world...



We also notice that the private sector is nowadays a more important part of the Global Weather enterprise. And it is important that we deal more with the private sector in a coordinated way. There is a need for a Code of Ethics and a more collaborative approach with the private sector. You are also supposed to approve how we interact with the private sector in the future...



We have also been carrying out the reform quite a bit, so not everything is going to happen in the Congress. We have been paying attention to WMO meetings, their outcome and also the contents of the meetings. So, we can focus on the most important issues from the Member’s perspective and take care of the follow-up...



We have also much attention to the resource mobilization. We can now assist all our Members more and we can transfer more know-how from the most developed Meteorological Services to the rest of the world...


We have built also plenty of new partnerships inside the UN family and also with some finance institutions and the visibility of the WMO is higher than it used to be. This shows how our expertise at WMO and also at the national level is more important...



We have also been able to hire newly skilled and committed staff from all the regions at WMO and we have been also able to appoint very good female experts to support the work of WMO. I am very proud of the staff here in Geneva and also at our regional offices...



We have, by the way, opened two new regional offices, one in Singapore to serve the Regions II and V and we are also going to populate our office in Addis Ababa to serve Region I...


So, we are going to host the WMO Congress here in Geneva in early June and I am looking forward seeing you all here in Geneva very soon...


You are supposed to make historic decisions which will be beneficial, especially for you, but also for all the world. So, Welcome. With these words I would like to wish you Happy World Meteorological Day. Thank you.>>>
